SUKHUM / AQW'A ― President Aslan Bzhania signed laws early in the morning passed by parliament deputies, confirming the transfer of the Pitsunda state dacha to Russia.

The law "On the Ratification of the Agreement between the Government of the Republic of Abkhazia and the Government of the Russian Federation on the Transfer of Property to the Russian Federation of an Object on the Territory of the Republic of Abkhazia and the Procedure for Its Use" consequently entered into force.

The document ratifies the Agreement, signed in Moscow on January 19, 2022, outlining the transfer and usage procedures of the property.

Additionally, the Constitutional Law "On Measures to Implement the Agreement" was approved. This law prohibits the transfer of specified objects, land plots, sea areas, and any future buildings, structures, or facilities to third parties during the agreement’s term. This prohibition remains even if the agreement is terminated.

According to the law, non-compliance by either party leads to the termination of the Russian-Abkhaz agreement, its denunciation, and the reversion of the objects to Abkhaz ownership.

An amendment to the Civil Code was also passed, allowing a foreign state the right to use land plots in accordance with ratified international treaties of Abkhazia, this Code, and land legislation.

Further amendments to the law "On International Treaties" state that if ratified international treaties set norms different from the Constitution and Constitutional Laws of Abkhazia, the latter's norms apply. Additionally, an international treaty of Abkhazia can be terminated by denunciation if it harms sovereignty, threatens security, or contradicts the public order of Abkhazia.

Opposition figures and public figures earlier condemned the parliament's decision as "shameful," calling for its reversal.
